Teleglobe Implements Agreement to Provide Belgium's Most Important IP Network With Connection to World's Major Research and Education Networks
Agreement Advances BELNET's Role In Defining New Internet Technologies and Applications

October 23, 2001

RESTON, VA--(BUSINESS WIRE)--Teleglobe (NYSE:BCE TSE:BCE), the e-World Communications Company, today announced an agreement with BELNET for immediate provision of a transatlantic STM-1 155 megabit per second (Mbps) direct connection between BELNET's facilities in Brussels and Teleglobe's facilities in New York.

Teleglobe also will provide BELNET with Managed Router Service and a Point of Presence (POP) in the United States. BELNET is Belgium's national research and most important IP network. In addition, Teleglobe is furnishing BELNET with OC-3 connectivity from New York to Abilene/Internet 2, the Science Technology And Research Transit Access Point (STAR TAP), the U.S. Department of Energy's Energy Sciences Network (ESnet) and CA*net 3.

The new services meet BELNET's growing needs for Internet connectivity and linkage to the world's major research and education (R&E) networks. With Teleglobe's Managed Router Service, Teleglobe provides a router dedicated exclusively to BELNET so the R&E network can remotely configure its network and more efficiently manage its network requirements.

Connectivity to these networks supports BELNET's participation in the research and development of the second generation of the Internet, a collaborative effort by leading universities, national laboratories and R&E networks to develop practical applications communicating at speeds 1,000 times faster than today's Internet.

Since BELNET also serves the public sector in Belgium, the agreement also includes direct, dedicated access to Teleglobe's high-speed global Internet backbone and IP routing worldwide. The 12-month agreement is worth an estimated U.S. $1 million.

Teleglobe's global IP infrastructure offers BELNET the IP technology, global connectivity and direct connection to other research and education networks that our academic and research communities require for collaboration and exchange of information," said BELNET's Chief Executive Officer Pierre Bruyere.

"BELNET needed a provider who could deliver an end-to-end global Internet connectivity solution while at the same time supporting the requirements of an advanced communications network," said Michael Neuman, Teleglobe's president for Europe, the Middle East and Africa. "We're looking forward to working closely with BELNET to serve more than 110 institutions and 30,000 researchers throughout Belgium."

Teleglobe was a participant in the early experiments involving the United States, Canadian and European research and education networks that led to the creation of STAR TAP with the University of Illinois at Chicago. Teleglobe developed a managed router service for the provision of cost-effective connectivity between research and education networks, while providing access to the global Internet at the same time.

BELNET was created in 1993 by the Federal Office for Scientific, Technical and Cultural Affairs (OSTC), under the authority of the Belgian Ministry of Science Policy, to provide Internet access to the academic world and to research communities in Belgium. It is the first and most important IP network in Belgium. Today, BELNET provides Internet access to more than 125,000 students and 30,000 researchers in over 110 institutions. BELNET also provides Internet access to federal government agencies and institutions of higher education and academic research. Since 1995, BELNET's infrastructure also has been open to the public sector. For more information, visit www.belnet.be
